Session and managing

Assembly

Council would work during certain term. So, representatives get together in certain time and certain place for their activities. This is so called assembly.


Regular meeting & extra meeting

  • Extra meeting : When it is necessary, representatives or head can ask it.
    Regular meeting : Without asking, it is carried 2 times a year. Date and other matters would be decided by regulations.
    The 1st regular meeting starts on July 5th.
    The 2nd regular meeting starts on December 1st.
  • ※ However, if there is general election, the 1st meeting can be start in September or October by voting of council.

Who summons session

1) Representatives

  • When they need extra meeting, more than 1/3 of representatives ask and then chairman should summon in 15 days.

Local government head

  • After general election, if urgent agendas occur, the head can summon the council for dealing with agendas.

Other case

  • Even during closing term, if more than 1/3 representatives ask examination of administrative works for special case, chairman should summon session in 15 days.

Who & when

1) Who

  • In principle, chairman can summon. However just after election, council administration office chief can do it because the chairman is not elected yet. When representatives or head ask summon, the chairman cannot refuse.

2) When

  • When there is ask of summon, chairman must do it in 15 days from the day of asking. It means that assembly will be completed in 15 days. However, just after election, local government head can do it in 25 days. The regular meeting will start in fixed date which is decided by regulations.

Public notice

1) Who: Chairman

  • Chairman (Local government act Article 39 Clause 2)
  • When the time of accident, vice chairman can sub for the role.

2) When: When there is asking, in 15 days.

3) Where: Council main hall. (Other place is possible)

4) Period of public notice

  • Before 5 days of assembly day
  • Except assembly day and notice day, at least 5 days should be secured.
  • When it is emergency, period of public notice can be neglected. However, in that case, notice is necessary.

5) Change of cancel of notice

  • Before 5 days of assembly day
  • If chairman noticed, it cannot be canceled. Because it is already semi lawful act.
  • However, change of date is possible. In this case, this is noticed to representatives and concerned organs as soon as possible.
