Petition

To council, local government, executive organ, lnhabitants in local government..

①11 voting agendas by local government act Article 35 Clause 1

② Matters which should be voted by local government act or other laws

③ Matters which should be voted by local council by regulations,

submit petition to local council, lt is necessary that introduciton of more than 1 representative. (Local government act 65) After that inhabitants should submit written petition to chairman attached representative's written opinion.


The council woild deliberate it and it is proper, council should adopt as the view of council. And if this patition is easy one, council would handle it. lf it is complicated, council would send it to local government head.

Processing

Submission, Introduction of more than 1 representative, petitioner's name,address,signature,seal are necessary in written petition., reporting to the main meeting, When chairman agrees it or concerned special committee is already established, that petition should be sent to that committee., sending to standing committee, If it is necessary, concerned representative should explain about it., laying/deliberation/deciding, It should be deliberated in 10days., reporting to chairman in writen document, If there is protest about non-accepting petition,chairman should discuss with concerned standing committee., laying/deliberation/deciding in the main meeting,When you decide you do not need buuihal plenary session of the report to Chairman and Chairman of the result of being notified of the petition,sending to the head,If it is decided that the head should settle,council would send it to the head with attached written opinion.,reporting the result,Reporting the result to the council.,The council would report to petitioner and representative.

Appeal

Appeal can be submitted without introduction of representative, and it does not need voting of council. There are appeal, proposal, inquiry, and complain in appeal. Council office would accept appeal and public official would deal with it and after confirmation of chairman, official would notice. If there are standing committee and staff in the local council, each appeal would send to concerned standing committee. And then committee staff would take it and deal with it, and report to chairman. After these processes, the chairman would notice result.
