When general bills are submitted, chairman accepts them and passes them it standing committee for deliberation. In standing committee, they are voted after explanation by proposer, examination by expert, and discussion. After deliberation, bills are sent to the next main meeting. In the main meeting, after deliberated by standing committee and discussion, they are voted. However if there is not standing committee, council should make special committee or pass them to main meeting directly.
